The first Project implementation phase, the purpose of which is to provide a consistent set of documents on which to base the detailed engineering phase, and which generally includes the basic design of both the Process and Utility Units, and overall process integration activities (necessary, in particular, when there are a number of Process Licensors), while the following Front End Design phase is usually considered part of the Engineering phase, due to the nature of the activities involved.
